Ella Plotkin's practice focuses on banking and project finance transactions, corporate finance, privatization and public private partnerships. Ella has considerable experience in Canadian infrastructure development and finance as well as emerging markets project finance.
Ella regularly advises lenders, developers and contractors on all aspects of projects and project finance in the infrastructure, energy, telecom and natural resource sectors. Among the transactions in which Ella played a key role are advising the lenders (bank and bond) on Infrastructure Ontario's Niagara Health System PPP Project, Bridgepoint Hospital PPP Project (bid stage) and Hamilton Health Centre PPP Project, the Alberta Schools I PPP Project (which won an award for innovative financing by Euromoney), advising (as consortium counsel) one of the teams bidding on the Waterloo Courthouse PPP in Ontario and advising the lenders to the winning consortium on the Disraeli Bridges PPP Project in Manitoba. Ella has also advised on various international project finance transactions (including acting for international financial institutions in the largest private sector financing to date in Romania (Mobifon S.A. – mobile GSM network) in which she advised the lenders, the financing by an international financial institution of the development of an oil and gas project in India, and the financing by other international financial institutions of the development of an oil terminal in Georgia, a mine development in Turkey, multiple mobile GSM projects in Eastern and Central Europe, and a major eucalyptus pulp mill in Uruguay). Ella also advised participants in respect of projects in connection with the 2500 MW clean energy RFP issued by the Ontario Ministry of Energy, and has advised lenders and borrowers on a wide variety of secured transactions.
Ella has been recognized by the "Guide to the World's Leading Lawyers" and by International Financial Law Review's "IFLR 1000" guide as a leading lawyer in the area of project finance.
