A U.S. Appeals Court rejected the Federal Energy Regulatory Commissioner's rationale for approving the "postage stamp" rate in favour of the "license plate" rate design, in which every transmission customer pays a rate that reflects the ratio of the costs and usage in the zone in which they are located.
