Government Introduces Amendments to the Utilities Commission Act

The Utilities Commission Amendment Act, also known as Bill 15, incorporates the objectives of the Government's Energy Policy into the statutory framework that governs the regulation of public utilities in British Columbia. It will likely have significant ramifications for the regulation of public utilities in the province. Bill 15 alters the long-term planning process currently undertaken by public utilities, expands the ability of the Province to direct the BC Utilities Commission, nullifies certain Commission orders relating to BC Hydro, and implements mechanisms to give effect to a transmission congestion relief policy and mandatory reliability standards. Bill 15 is of interest to public utilities, independent power producers, and related stakeholders.
