A Western Climate Initiative bulletin, co-authored by Ron Ezekiel, is quoted in "Demise of western cap-and-trade program denied by state officials," an article published in the June 15 issue of Carbon Control News.

In a recent analysis, two energy and environment attorneys who are closely following WCI activities maintain that it is doubtful that Oregon and Washington will pass the necessary legislation and regulations to participate in the WCI in 2012.
“While California and British Columbia are on track to develop multi-sector cap-and-trade programs by 2012, state legislators in Oregon and Washington were not able to pass cap-and-trade legislation this year,” wrote Ronald Ezekiel, of the Canadian law firm Fasken Martineau, and Ivan Gold of Portland, OR-based Perkins Coie, in the analysis released last month. “It is now less likely that either state will be positioned to participate in the WCI program by 2012, which is significant as the governors from both states were among the founding members of WCI.”
Officials in some WCI states are questioning the economic wisdom of remaining committed to the regional program when a national program appears inevitable, the attorneys say.
