Sean L. Morley

Partner
Sean Morley is a partner in the Business Law section in the firm's Toronto office. Sean is engaged in a broad corporate/commercial practice focusing primarily on mergers, acquisitions, equity financings, and public-private partnerships. Sean is also a member of the firm's Government Relations and Ethics practice group. Sean has assisted clients in structuring, negotiating and completing acquisition transactions involving public and private companies.

Sean has extensive experience with RFP processes. He understands how requests for tender are developed and knows what government is looking for in a winning proposal. Whether you represent a public sector agency or a potential bidder, Sean will provide sound advice on either end of the RFP process.

Sean joined the firm in August 2001 and was formerly Executive Assistant and Senior Advisor to the President and CEO of the Ontario SuperBuild Corporation, bringing a detailed knowledge of government, the policy development process and public policy.

During nearly four years in government, Sean held a variety of senior policy positions, including Senior Policy Advisor to the Minister of Education and Training, and Senior Policy Advisor to the Minister of Training, Colleges and Universities. Sean provided strategic and policy advice to the Ministers advising them on the content and implementation of government initiatives and legislation in the above ministries. In August of 2008, Sean was quoted in an article on The Law Page of the Globe and Mail for his commentary on recent amendments to the federal Lobbying Act.

In 2000, Sean was promoted to Executive Assistant and Senior Advisor to the President and CEO of the Ontario SuperBuild Corporation. The Ontario SuperBuild Corporation's mandate is to multiply the government's investment in public infrastructure by leveraging partnership investments from the private sector, identify Ontario's infrastructure needs and meet them through new methods of private sector financing and partnerships and offer advice to government on how to build successful partnerships. In his role at SuperBuild, Sean was responsible for briefing the President and CEO on all policy initiatives, communicating and meeting with stakeholders and participating in developing policy options with respect to public-private partnerships and privatizations.
