W. Thomas Barlow

Tom is director of our national infrastructure and public-private partnerships group and municipal law practice and is a founding member of our government relations and ethics practice group. He is Peer Review Rated by Martindale-Hubbell and has been cited as “highly recommended” for infrastructure-related projects in a survey of UK lawyers conducted by a UK legal periodical.

Tom has acted and provided advice on a number of significant alternative financing and alternative service delivery projects in various sectors including:

  • Highway 407;
  • the proposed Air Rail Link between Lester B. Pearson International Airport and downtown Toronto;
  • several hospital projects for Infrastructure Ontario;
  • the Cook-Chill Food Production Centre at the Maplehurst Correctional Complex and Vanier Centre for Women in Milton;
  • Driver Examination Services;
  • the Central North Correctional Centre in Penetanguishene;
  • the design, construction, financing, operation and maintenance of a toll bridge over the Mackenzie River in the Northwest Territories;
  • Autoroute 25 toll highway in Montreal;
  • a run-of-the-river hydro-electric power project in Peterborough;
  • construction of the Durham Consolidated Courthouse (phase 1); and
  • other matters involving the procurement and provision of public services, systems and infrastructure.

Six of our projects have received awards from The Canadian Council for Public-Private Partnerships and several have been recognized internationally as Deals of the Year.

Tom's practice also involves regular presentations before local and regional Councils, liaison and negotiations with municipal and agency staff and community representatives, municipal and planning law opinions, applications, approvals and by-law interpretation, and representation on behalf of clients before the Ontario Municipal Board, other administrative boards and tribunals and in the courts.  Tom has assisted clients on matters in each region of the Greater Toronto Area and in many municipalities throughout Ontario.

Tom's practice combines a strong counsel background in business, commercial and administrative law matters with a sensitivity to political and policy considerations and specialized experience in his area of practice.
