Compliance with not just the letter but also the spirit of the Access to Information Act and the Privacy Act is an obligation of all ministerial exempt staff members.

The stakes are high: in addition to the legal consequences, staff members' conduct in ATIP matters is subject to scrutiny by Parliament, the news media and others.
