Fasken Martineau is pleased to invite you to this conference that will give you an overview of the main changes proposed in the Green Paper and an analysis of the impacts these changes could have on your business and activities.

Background

On June 11, 2015, the Minister of Sustainable Development, the Environment and the Fight Against Climate Change, Mr. David Heurtel, tabled a Green Paper before the National Assembly to modernize Québec's environmental authorization regime under the Environment Quality Act. After 43 years of existence, the regime is long overdue for an in-depth reform. In September of 2015, the Green Paper underwent consultations before the Committee on Transportation and the Environment. During those consultations, a number of stakeholders from the industrial sector and environmental groups submitted position papers and comments that will undoubtedly have repercussions on any future bill.

Some of the changes expected from this modernization of the environmental authorization regime include fewer activities and projects being required to obtain a certificate of authorization under section 22 of the Environment Quality Act, the consideration of climate changes and more stringent sustainable development principles in the environmental authorization process, less burdensome access to information regarding environmental authorizations issued by the Minister.
