The threshold for authorization to pursue a secondary-market liability claims in Quebec can now mean either that the plaintiff has to file some evidence to support his claim or that it's enough if there is a serious argument to present. It may not be what the legislature intended, but the Court of Appeal has chosen the lighter burden, and that certainly opens the door to more claims.
