“In this file, the other provinces have a representative in Ottawa, where negotiations are taking place. I’m just Quebec’s negotiator with Ottawa and with the Americans, who can be considered our allies in the softwood lumber file. The role is a little different from the one I’ve known in the past. ‘I’m usually at the centre of discussions whereas this time, unless the negotiation format changes, I’ll never be at the table.”
