Alison has represented Westcoast Energy: in its capacity as a member of an international consortium awarded a long-term contract by a division of Pemex (Mexico’s state oil company), valued at approximately US$1 billion, to build and operate the world’s largest nitrogen production facility (including a 200 MW power plant), in Campeche, Mexico. This retainer included the negotiation of the EPC contract on the financing of the above project. The consortium company received US$373.8 million from the Japan Bank for International Cooperation (formerly The Export–Import Bank of Japan) and US$249.2 million from a Citibank-led group of commercial banks in another consortium project in Mexico, in which a contract was awarded by a division of Pemex to build and operate an offshore gas compression facility. This retainer included the negotiation of the EPC contract.
