Performance Based Regulation, or PBR, is an alternative rate structure for public utility rate regulation.  In BC, public utilities are regulated by an expert administrative tribunal called the BC Utilities Commission.  The applicant FortisBC utilities are a gas utility serving over 900,000 customers, and an electric generation, transmission and distribution utility in central BC.  FortisBC was seeking to set formula-driven electric and natural gas rates for five years.  FortisBC also sought approval of funding for its Energy Efficiency and Conservation programs over the test period.  The proceeding involved thousands of information requests, multiple interveners, an oral hearing lasting a number of days, and written and oral argument.  Chris was involved as counsel throughout the proceeding, and took the lead with respect to the FortisBC’s base costs for PBR and the Energy Efficiency and Conservation program funding.
