Stephen Whitehead practises primarily in the areas of communications and business law. He provides a variety of advice to clients in the communications, financial and high technology industries.

Stephen combines his business law and regulatory communications expertise to assist with commercial and regulatory issues faced by participants in the Canadian communications industry.  Regularly advising on the application of foreign ownership restrictions to communications companies in Canada, Stephen also assists with the outsourcing of telecommunications and software development requirements, as well as the procurement of telecommunications and information technology facilities and services.

Stephen practices in the field of satellite communications. In this capacity, he has advised on domestic, foreign and international regulation of satellite systems and services and the negotiation of commercial agreements for the interconnection of satellite and other telecommunications systems and for the provision of satellite services.

Stephen also advises on commercial real estate leases for office, retail and industrial space.

Stephen has been the corporate secretary, since its inception in 1997, of the industry consortium that supervises the Canadian regulatory regime for subsidizing local telephone service in high cost areas.

Stephen serves as the executive editor of Capital Perspectives: Ottawa’s Business Law Update, the quarterly newsletter of Fasken Ottawa that provides legal insight and perspective on the issues that matter to private and public sector organizations operating in the National Capital Region.

Stephen’s telecommunications, media and technology expertise has been recognized by Chambers Global, Chambers Canada, Canadian Legal Lexpert Directory, Who's Who Legal, Best Lawyers in Canada, and Legal 500.

Community involvement

  • Stephen is the Chair of the board of directors of Hospice Care Ottawa and was formerly the chair of its communications and fund development committee. He was a volunteer for many years with the Canadian Cancer Society. He served until April 2015 as a Vice-Chair and member of the executive committee of the board of directors of the Ontario Division of the Canadian Cancer Society.
