Kieran Moloney is an associate in Fasken’s Political Law and Government Relations group in Toronto. His practice focuses on public and political law matters, including public sector ethics and business integrity, anti-bribery and corruption law, and election and lobbying law. Kieran is also developing an advisory practice, helping clients navigate legal issues at the intersection of public policy and business.
Kieran advises businesses, non-profit organizations and public institutions on legal issues that arise when business intersects with government decision-making. Kieran helps clients navigate regulatory frameworks, manage reputational risk, and engage effectively with the public sector.
Kieran defends clients in investigations and enforcement proceedings for white collar and political offences under the Criminal Code, the Lobbying Act, the Corruption of Foreign Public Officials Act, the Canada Elections Act, and the Conflict of Interest Act. He also advises businesses on their governance frameworks to reduce legal and reputational risk.
As part of his practice, Kieran advises clients on access to information and administrative law matters, including issues involving decisions of government ministries, regulators, and other public bodies.
With litigation experience, Kieran has acted for major financial institutions, court‑appointed officers, insurers, and businesses in complex commercial and insolvency matters before the Ontario Superior Court of Justice, including the Commercial List. Kieran also has experience in judicial review proceedings involving government and quasi‑governmental decision‑makers.
Kieran previously served as a senior advisor to Members of Parliament, Cabinet Ministers, and Party Leaders on Parliament Hill and at Queen’s Park. Most recently, he served as senior advisor to Ontario’s Attorney General and previously held senior roles in the Office of the Leader of the Official Opposition on Parliament Hill.
Kieran has worked on legislative initiatives and regulatory reform across a broad range of policy areas, including justice-sector reform, banking and financial services regulation, Indigenous justice policy, cannabis and alcohol regulation, and online gaming (iGaming).
Kieran has significant experience working in Canadian politics, having worked on and managed campaigns at the municipal, provincial and federal levels of government. His experience includes serving on national election campaigns for a major Canadian political party and advising political parties and candidates across Canada.
Kieran holds a Juris Doctor from Osgoode Hall Law School as well as a Bachelor of Public Affairs and Policy Management from Carleton University.
