Ella Plotkin is the Leader of Fasken's Global Infrastructure & Projects Group. Her practice focuses on project finance and development and public private partnerships. Ella has extensive experience advising on major projects in industries spanning energy, transit, social infrastructure and telecommunications. Regularly advising procuring authorities, developers, contractors, and funders, Ella assists clients with all aspects of project development and finance in the infrastructure and energy sectors.
Ella’s experience includes advising Infrastructure Ontario and Metrolinx on the Ontario Line Subway Project and the North York General Hospital procurement among others, advising the Greater Toronto Airport Authority on its major infrastructure development initiatives, and advising both public and private stakeholders on a multitude of projects spanning differing procurement models in both Canada and the US. Ella has advised the winning consortia (or their lenders) on multiple award winning P3 projects in Canada and the US including the Kentucky University Energy Project, DC Streetlighting Project, Inglewood Transit Connector, US36 Express Lanes/Bus Rapid Transit Project, the Pennsylvania Bridges Project, the Miami Dade Courthouse Project and Merced Campus (UC) Project in the US, as well as Eglinton Crosstown LRT and numerous other civil infrastructure and social infrastructure projects across Canada.
Ella is Vice Chair of the Board of Directors of the Canadian Council for Public Private Partnerships, is a member of the Steering Committee for Women in Energy Canada and has been recognized in numerous industry publications as a leader in project development in finance including by Chambers Canada, Chambers Global, IFLR 1000, Lexology Index and by Legal 500 Canada.
