On June 13, 2011, Partnerships British Columbia, on behalf of the Minister of Citizens Services, announced that Brookfield Infrastructure Partnerships Surrey had reached financial close and signed a contract to design, build, finance and maintain the Surrey Pretrial Services Centre Expansion Project (SPSCEP), a 180-cell high-security pretrial corrections facility located in Surrey, British Columbia.
The facility will be designed and built to meet LEED Silver standards. Green features include improved indoor air quality, extensive use of glass to provide more natural lighting, significant reduction in energy use, and environmentally friendly building materials and ongoing green housekeeping practices.
Brookfield Infrastructure Partnerships Surrey, comprising Brookfield Financial Corp. and Forum Equity Partners Inc., are undertaking the project, with PCL Constructors Westcoast Inc. providing construction services and Honeywell Limited provided facility maintenance services.
Financing for the project was provided by The Canada Life Assurance Company, which was represented by Fasken Martineau DuMoulin LLP with a team that included Brian Kelsall, Ella Plotkin, Jon Holmstrom, Sean Morley, Kevin Clinton and Marc Lefler.
