Guy Giorno has won a two-year long battle to force the City of Toronto to release documents explaining why it failed to implement changes to its handling of Freedom of Information (FOI) requests. Ironically, an FOI appeal had to be filed in order to find out why the City has not made promised improvements to its FOI process! Order MO-2226, issued by an adjudicator with Ontario's Information and Privacy Commissioner, represents a complete defeat for the City, which was ordered to disclose all relevant documents.
