The California High-Speed Rail Authority, a public authority responsible for developing a modern high-speed rail system, selected a consortium led by Plenary Americas to deliver a major public-private partnership (P3) rail program in California. The consortium includes CDPQ Infra, SNCF Voyageurs, Keolis, Jacobs, Sener, Systra, and Steer, and will work alongside the authority to explore investment opportunities along the alignment while overseeing the project’s construction, operation, and maintenance.
The project represents a significant step toward advancing a modern, sustainable transportation system in California and includes parallel procurement activities for track and infrastructure works capable of supporting operating speeds of up to 220 mph in the Central Valley.
Fasken (Global Infrastructure & Projects Group) is advising the consortium as lead counsel on the structuring and implementation of the development phase contracts and is supporting the consortium and other stakeholders in its engagement with the authority on investment, delivery, and long-term operational considerations, with a team led by Brian Kelsall and included Ella Plotkin and Adam Lewinberg.
