Toronto Partner and Leader of Fasken’s Global Infrastructure & Projects Group, Ella Plotkin, discusses alternative infrastructure project delivery models in an article published in Lexpert.

Amid an ongoing construction boom, alternative frameworks to the traditional fixed‑price model are seeing increased adoption across Canada. Under these progressive models, project owners collaborate with contracting partners early in the process to develop designs, estimate costs, and allocate risk more effectively.

Ella Plotkin, who also serves as Vice Chair of the Board of the Canadian Council for Public‑Private Partnerships, notes that these collaborative approaches are gaining traction and are likely here to stay.

“The impetus for pursuing these [collaborative] models is there,” Plotkin says. “There’s a need to foster greater competition in the market and to address the challenges of delivering mega‑projects, where it can be difficult for the market to price and commit on day one without a dedicated development stage.”
